While these women fell prey to sexual predators as adults, and to some extent possibly acquiesced to it, children never agree to be abused. Many courageous women, some of them celebrities, have come forward with revelations of rape and sexual abuse at the hands of powerful men, and these men – Bill Cosby and Harvey Weinstein among them, have been brought to their knees and indeed been put in prison because these wonderful women were willing to risk it all to put an end to this abuse of power in service to their own healing, and especially in service to the men and women next in line for abuse. I am witness to countless episodes in which powerful people traded sexual favors for career advancement, and as the “Me Too Movement” has proven, these favors were seldom completely voluntary.

I spent three decades working in an industry rampant with abuse of power: the movie industry. That’s 82,209 men whose lives have been permanently damaged within a single institution! The Mormon church is still covering it up, even in the face of approximately 7000 former Mormon boy scouts who are party to a law suit that involves 82,209 former boy scouts worldwide. I firmly believe that the primary reason the Catholic church is now doing something about the systemic cover-up of childhood sexual abuse within their halls is because it has been expensive and embarrassing. My proposal is not intended to facilitate a money grab for victims, but since money is the greatest motivator in this country – let’s make sure that if an institution covers up these crimes, it could, eventually, deeply hurt their pocket books.

How are the children who are next in line for abuse protected by this statute of limitations? The elimination of the statute of limitations would force these institutions to think twice about squirming out of their responsibilities to protect their children because, as it is now, they currently might think: “if we are successful with the cover-up long enough, we just might get to sweep the entire matter under the carpet”.

I do not propose to eliminate the statute of limitations as a way to overtly punish any individual, especially the perpetrators for whom I feel great compassion, but to hang the permanent threat of lawsuits over the institutions that enable this continued abuse by their intentional, unconscionable cover-up. The Catholic church, the Boy Scouts worldwide, and the Mormon church (Church of Jesus Christ of Latter Day Saints) are recently exposed examples of this systemic cover-up. While I agree with this concept in principle, what the statute of limitations does in the case of childhood sexual abuse is facilitate and encourage the systemic cover-up of these heinous crimes by institutions which ought to be protecting our children. I am writing to ask you to sponsor legislation which would permanently remove the statute of limitations for childhood sexual abuse.Īs I understand it, the altruistic intent behind a statute of limitations is to allow perpetrators a chance to move on with their lives without the threat of legal consequences permanently hanging over their heads.
